Applications for using SMS texting to engage community members in voluntary contract monitoring?

I've been doing a bit of searching on-line to see what I can find in terms of applications of SMS for monitoring community infrastructure projects (or really, any contract monitoring which involves donor/government funds of infrastructure projects), but haven't found anything. Can anyone here point me in the direction of any projects mobilizing community members in contract monitoring. See More
